What a report can't tell you
A report shows what was reported to its provider. Repairs paid in cash, damage never claimed on insurance, and work done at shops that don't report are invisible to it. A clean report is not proof of a clean car.
So every explanation ends with what to do next: ask for repair invoices, check panel gaps and paint in daylight, and have an independent mechanic inspect the car before you buy.

Open safety recalls come from NHTSA, the U.S. government's recall database, looked up for the year, make and model at the time you ask, not from a copy that goes stale.

No. It explains what the report says and what to check next, but it never says a vehicle is safe to drive or that a problem is harmless. An independent inspection is the step that answers that.
What does a rebuilt title mean?
The car was once declared a total loss, usually by an insurer, then repaired and inspected to be registered again. It typically sells for less, can be harder to insure and finance, and the quality of the repair varies.
